Issue:
Each transfer attempt contains 3 retriies. If the first
attempt fails due to a network error then FTPlugin server
removes that GUID from its list and when the next attempt would normally be made with the same GUID, FTPlugin server instead returns the error "Transfer Object Not Found".  This results in the transfer never being retried.

ITCA / ITCM CA Client Automation version 14 SP1 environment
