Issue:
When Discovering devices via SNMPv3 in Spectrum, it is important to note that Oracle supports only Alpha-numeric characters in usernames and passwords. using unsupported characters in usernames and passwords will prevent Spectrum from authenticating with the device. 
Resolution:
Spectrum does not support Special Characters is username or password for SNMP. Here is some info on what characters are not supported:

SNMPv3 unsupported characters for character strings are: period (.), comma (,), pound (# ), percent (%), ampersand (&), star (*), parentheses ( ), underscore (_), equal (=), apostrophe (`) backslash (\), brackets ({ }), single quotes (‘ ’), double quotes (“ ”), colon (:), and forward slash (/).

SNMPv3 unsupported characters for user names are: period (.), comma (,), pound (#), brackets ({ }), single quotes (‘ ’), and double quotes (“ ”).
