Using "id=1" indicates a value that cannot be met.

For example, a data partition that prohibits the update of call requests for anyone who is assigned the data partition could have this value of "id=1". What this means is that as long as the call request id=1, then the user can edit the call request; this condition to update a call request can never be met normally, hence the user is effectively locked out.
