Severe slowdown and outage when export large reports

Introduction:
Report data that contains too many lines on a single page will lock up the Web Server on Browse and Export pages due to HTML display constraints. A hard limit was implemented to stop this from occurring by truncating the data and producing a meaningful message for the user to save the report and work with it locally on their PC.
Background:
We are experiencing severe slowdown and outages for Web Viewer. I see this message (partial) in the OMLog around the time of one of the outages: P=CADOCVW::ProcessRequest,S=Delay_Curent_Request due to 86 This repeats for a large number of lines.
Instructions:
the report causing the problems was 377926 lines over 13 pages. The problem is addressed in Web Viewer 11.0 with the problem definition: PROB #: 507 FN: T191224 FT: DWR DATE: 12 Nov 2008 STARTRAK PRODUCT NAME: DVWEBR11(Star Problem Product) PROBLEM SYMPTOM: NT -SINGLE PAGE LINE LIMIT NEEDED FOR HTML --------- Report data that contains too many lines on a single page will lock up the Web Server on Browse and Export pages due to HTML display constraints. A hard limit is required to stop this from occurring by truncating the data and producing a message for the user to save the report and work with it locally on their PC. . With 11.5 (where the fix for the above problem - enhanced messaging - is sourced in), users must download(save) such reports and work with them locally for the reason described above.
