Setup of CA Client Automation has stopped working and the only option is to close the popup.

After running setup of CA Client Automation 12.9 you receive a popup that Setup of CA Client Automation has stopped working and only option is to close the program.

The install produced no setup logs as a normal installation would do in the %TEMP% directory. The only error that is helpful is the Application event log and has this error:

Steps to correct issue:

This is a permissions issue so in order to sort that out check and try the following:

1. Make sure that the user you are logged in is a member of the local administrators group specifically listed. 

2. Make sure that this account has full control over the Windows registry specifically listed. 

3. Make sure your account has full control over the directory C:\Users\%USERNAME%\AppData\Local\Temp or path listed in the event log error on the isssetp.dll.

4. Login as the local administrator and see if the error happens again or create a new admin user and try that. 

5. Copy the media to a different path and rerun setup.exe.
