Service Catalog won't start with domain user

Issue:
I have configured Service Catalog services to be started by a domain user account, but though the services appear to "start" the interface never loads
Resolution:
1. Make certain that the user has the user has the following GPO rights:

"Log on as a service"
"Log on as a batch job"



2. Add the domain user to the local Administrators group on the server
