Seeing error "Unable to start User Data Service. Ensure that the bootstrap is complete before starting User Data Service." in the CA App Experience Analytics ca-uds.log

We encounter the problem discussed in knowledge article TEC1814474, and after reviewing the logs as suggested, we observed the following error in the ca-uds.log:


CA App Experience Analytics (Formerly known as MAA) 15.4

This error indiates that the bootstrapping of the User Data Service componentt did not complete during installation. Typically, if the component is installed using the AXA Installer, the installer would perform the bootstrapping automatically. In this case, the installation was done manually, and the bootstrapping step was missed/skipped.


Following steps can be performed to manually bootstrap the component:

1. Stop the CA App Experience Analytics service.

2. Ensure that cryptojce-6.1.jar, cryptojcommon-6.1.jar and jcmFIPS-6.1.jar are available in the same directory as DBPopulator.jar.

3. For Oracle
java -jar DBPopulator.jar -d oracle -u <dbuser> -p <dbpwd> -t <OracleTNSName> -T B --host <db host> --port <db port>

4. For SQL Server
java -jar DBPopulator.jar -d mssqlserver -u <dbuser> -p <dbpwd> -n <SQLServerDatabaseName> -T B --host <db host> --port <db port>


If you are running the command on a Linux box, add this option to the command:

For example:

java -jar DBPopulator.jar -d oracle -u <dbuser> -p <dbpwd> -t <OracleTNSName> -T B --host <db host> --port <db port>

5. Start the CA App Experience Analytics service.
