Scheduler Latency When CA-opr is down

Issue:
When the CA-opr service is down, which is the CA Event Management service, the Scheduler starts experiencing heavy latency.
Resolution:
This occurs in older builds of WAAE when the instance is configured for EM integration. Later releases handles this situation by disabling the EM integration code when it detects that EM services are down.
