Scheduled performance report is showing up blank but has metrics when run manually

A user has created a performance report which they are trying to schedule, but the scheduled report is not populating correctly. The report works fine when run manually. Performance Report Designer shows metrics as does USM.
This is usually caused by duplication in S_QOS_DATA, where two rows exist with the same QOS/SOURCE/TARGET combination when only one is expected.  The metrics should be located and merged.
