This occurs because Perform Authorization Checking in the RC/Update Profile is set to 'Y'.
The 'Y' indicates to restrict authorization checking to the Primary ID (foregoing the secondary).
Using a 'N' in the field allows for Secondary Authorizations to be utilized.
Setting the field to 'N' will resolve the problem when the necessary Secondary Authority is in place.
