Detailed Description and Symptoms
Occasionally an Applications Manager administrator will leave a company without passing on the login credentials for the administrative user. When that happens support will need to help the customer identify the applicable Administrative user, and then provide update assistance for that user.

Solution

Stop the instance, and login into the DB via SQLPlus as the Applications Manager Oracle user

Run the following command to determine which user is set up as the administrator.

SQL> select so_user_name,so_last_name from so_user_table;
