Introduction:
Report function on the user interface, by which we can generate reports.
Do I need to bring up started task CEMWHSE ( Warehouse component) 
Or is there some way we can generate report without CEMWHSE running?
Question:
I have one question about the CA compliance event manager.
We are installing CA compliance event manager, There seems to be a Report function on the user interface, by which we can generate reports.
Do I need to bring up started task CEMWHSE ( Warehouse component) to enable this report function ?
Or is there some way we can generate report without CEMWHSE running?
Now we only have the CEMMON (Change Monitor component) running on the system.

Answer:
You would not always need the CEMWHSE running for some reports.
So currently, if you are capturing policy events with the monitor, those should monitor data (PDS, ESM ZOS) and be getting written to the CEM warehouse (CEMEQ1).
If you start the warehouse that is the component that captures event data like object access and signon violations.
Starting with IR4, if you have it applied, you should have monitor reports accessible in the new UI.
If that is the case, there are 3 reports (PDS, ESM ZOS) that you can run in the new UI (cemui) but that does not cover all reports.
If you want to run all reports (object access, signon, etc…) you should be using the warehouse as well. It seems you may be capturing data for your initial use case with just monitor though.
What you can do to test if there is data in the warehouse (CEMEQ1) is by querying event reports.
If you do not have IR4 applied, you can use the compatibility UI to query event reports.
If you do not find any data that way, then you can start warehouse as well.
