Is there a migration path from IDMS 10.2 to IDMS 19.0? If so, please direct us to the process documentation.

I located the release 15.0 Conversion Notebook, that describes the process of converting a 10.2 CV. This document is available on the Support Online website.

The following utilities are available in the rel 19.0 installed target loadlib:
RHDCSMIG -Executing security definition migration utility
RHDCMIG1 and RHDCMIG2 – for dictionary migration
IDMSSCON - to convert 10.0 subschema load modules
IDMSRSSM - Creates the subschema syntax for the IDMSRSSD subschema and places it in an output file. The IDMSRSSD subschema is used to unload and reload ASF data areas.
IDMSRUPD - to update RDEFREC records in the ASF definition area with the new db-keys of related table header records (RFUR-nnnnnn-OOAK).

IDMSDMCC – the DMCL syntax generator -  is not available in the rel 19.0 loadlib, and would have needed to be run in a 10.2 environment. Worst case scenario, the DMCL will need to be manually built.
 
You should also review all the intervening CA IDMS Release Summary documents for the cumulative requirements for your upgrade.
 
Then after all of the various conversions to 12.0+ format, a standard UPGRADE install/configuration to 19.0 can be done, specifying VARBLIST parameter FROM#REL=12.0
This is documented in the VARBLIST member.  In the UPGRADE section you will find this
