This happens because the original installation was not not completely uninstalled, because the MSI never gets unregistered.
You can try rebooting, cleaning folder and deleting files from the registry, but usually this will not always help.
You can tell if the installation is working or not by the first screen screen that comes up, when you run Setup.exe.
The correct screen you should see is :
If you see the Upgrade screen, then you have the Issue.
The problem is that the MSI never gets fully unregistered, so when you try to re-install, it thinks you are doing an upgrade.
To resolve this issue Right-click on the Content Import Client.msi file and select Uninstall.
It will run for a few seconds and resolve the issue.
When you run Setup.exe again, you will see the Choose Setup Language Screen
