RAD frequently crashes with SCM Plugin

Issue:
When using RAD with the SCM Plugin, we find it frequently crashes and locks up the computer.  The only way to get past the error is to reboot the machine. Why is this?
Environment:
CA Harvest SCM Client and Eclipse Plugin
12.6
Windows platform
Cause:
It appears that a Windows security patch was causing the problem.
Resolution:
Backed out the July 2018 Windows Security Update.  Computer is no longer locking up.
