Issue:
Two OOTB fields;  Projected Effort Variance and Projected Effort Variance % are showing zeros.

Environment:
15.2+
Cause:
In order to see an amount in the Projected Effort Variance you will have to create a baseline, then update the ETCs.

Resolution:
Navigate to Projects>>Properties>>Schedule & Performance.

If Projected Effort Variance is blank, a baseline has not been created.  Follow steps below to create a Projected Effort Variance

1.  Navigate to Project>>Properties>>Baseline
2.  Create Baseline
3.  Navigate to Project>>Properties>>Schedule & Performance
4.  The Projected Effort Variance will be Zero as there is no variance from the Baseline
5.  On the same page under Performance Effort, change the ETC and Save.  You will see a change in the Projected Effort Variance

**Note - in order to change the ETCs; there has to be an assignment against a task
