Project Financial Location OBS Unit must be selected for the Cost Plan Population action to fill in Location OBS Unit data when using the Location as a Grouping attribute

Description:

Project Financial Location OBS Unit must be selected for the Cost Plan Population action to fill in Location OBS Unit data when using the Location as a Grouping attribute. If the Location OBS Unit is not selected on the Project Financial Properties page, the Cost Plan Location OBS Unit field is blank and the grouping of the rows is not grouped as expected for any type of Resource. If you add a Location OBS Unit on the Project Financial Properties page, the Cost Plan population works as expected.

 

Steps to Reproduce:  

  1. Create a Rate Matrix that has the 'Location' OBS Unit attribute defined as a column with matrix row data for rates and costs 
  2. Create a New Project, select a Department OBS Unit, but NOT a Location OBS Unit, select the Locaton Matrix 
  3. Add Expense, Equipment, Material and Labor Resources to the Team (Resources with Financial properties defined) 
  4. Create a 'New from Investment Team' Cost Plan, grouping by Location (and other attributes if desired such as Resource) 

Expected Result: To see Location OBS Unit show in the cost plan and grouped by different OBS Unit values  

Actual Result: The Location OBS Unit values do not show and because it is blank, it groups all the values not as expected  

 

WORKAROUND: 

Be sure to define a Location OBS Unit on the Project Financial Properties page, then repopulate the Cost Plan.  

The Non-Labor resources will always use the Project Financial Location OBS for determining the rates and costs from the associated matrix configured with this column. If this matrix configuration includes the 'Location' column and there is a 'default' (* asterisk) row defined, the cost plan will populate without generating an error message and because the project does not have the 'Location OBS' field value selected, the outcome is a blank value for the cost plan Location column.

If the Project Financial Location OBS field does not have a value AND the associated matrix (configured with a Location column) does NOT have a 'default' row, then the outcome of the Cost Plan population will generate the following error message : REVMGR-20728:Rates and Costs are both missing for one or more roles/resources.

This error message is generated because there is no default row to provide rates and costs and there is no value in the Project Financial Location OBS field to use for finding a matching row with a specific OBS unit on the matrix.
