Process does not kick off on Auto-Start in PPM

An Auto-Start process is not working in CA Project & Portfolio Management (PPM). The criteria is met for the process to initiate automatically, however, the process will not kick off. I have tried changing the auto-start conditions but have been unsuccessful.
1. In some cases flushing the PPM cache can help: 2. Check to ensure the user has the following rights (either at the global level for all processes, or instance level for the process with the issue).
  • At global level: 
    • Process - Start - All 
    • Process - AutoStart - All 
  • At instance level: 
  • Process - Start 
  • Process - AutoStart 
3. Check to see if the process is associated with one particular partition? If so, make sure it's associated at the following levels: 
  •  Partition, Ancestors and descendants 
4. If using XOG, check to see if it's related to this defect fixed in CA PPM 15.4 and higher: KB000009205
