Downloading an attachment from the Collaboration Tab fails on Internet Explorer (IE)

Issue:
Downloading a file/attachment from the Collaboration Tab on a Project fails on IE11 (Internet Explorer 11) if the file contains an special character like an accent.

Environment:
This issue affects versions 15.2 and 15.3.
It is fixed as from version 15.4 and 15.2 Patch6
 
Cause:
IE11 does not handle properly the link generated to download the file:

http://<clarity_server_name>/niku/app?action=dms.viewFile&RhXm0r7tSeUqEr=true&fileId=5124359&fileName=file_name_with_accént&filedownload=filedownload&RhXm0r7tSeUqEr=true

Other browsers, like Chrome, generate a different URL:

http://<clarity_server_name>/niku/app?action=dms.viewFile&RhXm0r7tSeUqEr=true&fileId=5124359&fileName=acci%C3%B3n.txt&filedownload=filedownload&RhXm0r7tSeUqEr=true
Resolution:
An issue exists reporting this problem:
 

DE36233: Attachments in the Collaboration tab are not working properly in Internet Explorer

Steps to Reproduce:
1. Open PPM in Internet Explorer.
2. Go to Home > Projects.
3. Choose any project that has a document with an accented character, such as "Planificación". You can also add a document that has an accented character in its name.
4. Go to the Collaboration tab.
5. Go on the document with the accent.
6. Click on the name.

Expected Results: The system should prompt the user to download the file.
Actual Results: An error message displays that the webpage cannot be found.


This issue is addressed as from Patch 6 in Release 15.2.
