Resolution:
This error is occurring because of the old Julian Day.  In this specific instance, the error indicates the old Julian Day.
DSN0031E Tape has expired. Dropdead = 117105

To get past this problem, edit sp.TAPELOAD.CNTL(PSPIL) and insert a line after the first statement and enter a future Julian Day.
For example, today's date is September 5, 2018 which is day 248 on the Julian Date Calendar therefore you could specify:

DROPDEAD=2018340

Save & resubmit the job.
