Problems downloading from CA Support Online

Issue:
I'm logged in to CA Support Online but the Download and Case buttons do not show on the Home page.
I logged out of CA Support Online and logged in again. 
It says  'Welcome back...    '  at the top but doesn't have my name and still doesn't have the Download and Case buttons. 

What is wrong?
Resolution:
Try clearing the Internet Browser History -
1)  Go to  Tools and select Internet Options
2)  On the General tab, click the Delete... button in the Browsing History section 
3)  click the 'Temporary Internet Files' and 'Cookies and website data' boxes
4)  click the Delete button  

Logged out of CSO and log in again.
