Policy Server Service will not start

Issue:
After the install of apm-sso on Windows 2016 server, we find that after apm-sso install, Policy Server Service will not start

When trying to start it with Policy Manager Console, nothing happens. Checking windows events, We see an error for "The smpolicysrv service failed to start due to the following error:
smpolicysrv is not a valid Win32 application."
Cause:
The issue is occurring due to APM 10.7 SP2  Infrastructure-Agent installer package. After the install of Infrastructure-Agent we see an item called "Program" gets created at the root of the drive.
Resolution:
After deleting the item called "Program" which gets created at the root of the drive, the windows Policy Server Service successfully started.
