The DMS__ service failed to start on my Windows environment.
Stop CA PIM by using a 'secons -S' in the command prompt.
Backup the entire DMS__ directory by copying it to another remote directory, which is usually found in, 'C:\Program Files\CA\AccessControlServer\APMS\AccessControl\Data\DMS__'.
After you backed up one instance, take the working one you have in place and delete the, 'subscribers.dat', and, 'updates.dat' files.
Start CA PIM by issuing a 'seosd -start'.
