PIM: Capture Snapshot - Fails

Issue:
We are unable to capture a snapshot.  First, we create a snapshot definition, and then we capture a snapshot.
Resolution:
Compare the installation with a woreking server versus a non-working server.  You may be able to see certain tables and objects are not created during runtime.  The log to check is the below:
CA_Access_Control_Enterprise_Management_InstallTrace.log

Make sure the stored procedure REPORTIDMARKER at the back-end is available.
