First step is to apply the Panvalet 14.6 maintenance
The PAX file is just the base and you need to apply the maintenance after downloading and installing the PAX file.
Panvalet V14.6 is the CA Chorus MSM compliant release which means all the library data set names have changed.
There is a very helpful table in the Release Notes that shows the old library names and what the new library names are -
Target and Distribution Libraries
There are some options that need to be set up.
1) The base product PVOPT USERMOD gen. Use the X7USRMD1 member in the CBA3JCL library.

You can find out what the current PVOPT setting are by running the following PRINT FGPAN23 job:

3) Next is the PANV SUBSYS. Are you using the PANV SUBSYS with V14.5?
If so, then we need to install the V14.6 PANV Subsystem

4) Finally, we need to find out what Special Fixes have been applied to the V14.5 system.
After you have applied the V14.6 maintenance, there is a new JCL member in the CBA3JCL library - PANUT01.
When modifying the JCL we need to set it up so the STEPLIB points to the V14.6 CBA3LINK but the other DD statements point to the V14.5 libraries like this:

//CBA3LINK DD DISP=SHR,DSN=hlq.PANV.V14R5.CAILIB

Run it with no PARM specified - the default, and it will create a list of the Special Fixes that are turned on in V14.5.
Will use this list to turn the Specials on again in V14.6
