OWB/MSP: When a role is added multiple times to the project, the cost rate is not calculated as expected

Description:

When a role is added multiple times to a project, the rate is not coming over to Open Workbench (OWB) or Microsoft Project (MSP) as expected, causing possible data corruption. Example steps use MSP, however the same behavior is seen in OWB.

Steps to Reproduce:

  1. Create a labor role named Business_Role_01
  2. Define and activate financial properties on the new role
  3. Create two projects for at least a year, Project_01 and Project_02
  4. Define and activate financial properties on the 2 projects - selecting a Rate Matrix defined with the 'Resource Role' column
  5. Add the role to Project_01 two or more times
  6. Add the role to Project_02 once
  7. In the rate matrix associated with the projects, create an entry for the role Business_Role_01 from 01/01/1990 to 12/31/2014 for $10.00 in the actual cost field
  8. In the rate matrix, make sure there is a 'default' matrix row with an actual cost rate from 1990 to 2023 of $140.00. (Enter an asterisk for the columns in the matrix row)
  9. Execute the 'Rate Matrix Extraction' job with first three options selected

    • Extract Cost and Rate Information for the Scheduler
    • Prepare Rate Matrix Data
    • Update Rate Matrix Data

  10. Create a Baseline for Project_01 -- Review and see the baseline cost in Clarity
  11. Open Project_01 in MSP
  12. Navigate to the Resource sheet
  13. View the rates for both instances of the role Business_Role_01
    Note: you see $0.00 cost rate

  14. Go to the Resource Information cost tab and note the rate does not start until Jan 1,2015
  15. Close Project_01 from MSP
  16. Open Project_02 in MSP
  17. Review the Resource sheet and you do see the cost rate of $10.00 for the Business_Role_01 role

Expected Result: To see the correct rate for the role, based on the rate matrix when roles are added multiple times
Actual Result: You do not see the rate for this year, and possibly other years depending on how the matrix row dates are defined

Solution:

Workaround:
Only add the role once to a project, which is not acceptable
