Issue:
OpenSSH in the Applications Manager users path causes the install of Patch set 4 to fail on Windows
Resolution:
Error Message Details:

This application has failed to start because cygintl-2.dll was not found.  Re-installing the application may fix this problem.

Symptons

In Applications Manager v8, when attempting to run the patch.bat script on a Windows system to upgrade to SP4, if OpenSSH is set in the path the upgrade will fail with the error messages above.

Resolution

Remove C:\Program Files|openSSH\bin from the Applications Manager's user path and re-run the patch.bat script.  OpenSSH is not needed by Applications Manager.
