OBS Showing in Audit Trail without Change to OBS when a resource is XOGGED in PPM

Issue:

The audit trail on the resource for all obs structures are showing in the audit trail even if the value has not changed. The old and new values are the same, so it shouldn't show in the audit trail if the value hasn't changed.

Steps to Reproduce:

1. Log in to CA PPM (Project & Portfolio Management)
2. Go to Home > Resource Management > Resources 
3. Edit a resource 
4. Under the Organizational Breakdown Structures section fill any of the OBS attributes 
5. Using the rsm_resources_read.xml XOG the resource out 
6. Go to Studio > Objects > Resource object > Audit Trail, enable the OBS field to be audited on update 
7. Using the xml file obtained from the resource XOG out action, XOG it in not changing anything 
8. Go to Administration > Data Administration > Audit Trail 
9. Check the resource object entries 

Expected Results: No entry to be registered if the OBS value has not changed
Actual Results: There is one entry registered for every XOG write action even if the value does not change

Cause:
This is caused by CLRT-78041
Resolution:
After careful review, it has been determined this issue will not be fixed.
