Emails are not sent from Process "Notifications" sections

Steps to Reproduce

1. Connect the PPM Application Server to a Mail Server 
2. Create a Process 
  a. On the "Start" step, under the "Notifications" section, mark all the attributes, and put your name there 
  b. Connect "Start" step to the "Finish" step 
3. Save and validate the process
4. Trigger the Process 
Note. Notifications must be enabled to send Emails, under "Account Settings"

Expected Results: An email to be sent to the selected User.
Actual Results: The email is not being sent.
This is reported as defect DE30494.
This is resolved in CA PPM, CA PPM and any higher CA PPM version.
