No MPLS elements are created, no MPLS data is collected

Introduction:
I am looking at a MPLS device and it does not show any statistics. Why is this the case? What will cause the data not to show?
Background:
Device involved should provide MPLS data but when checking the Context Dashoards MPLS page all charts and Views return "No Data Available" messages.
Environment:
All supported CA Performance Management releases
Instructions:
The OOTB MPLS Monitoring Profile was not tied to the target device. As a result no Certification for MPLS was applied to it, no elements were created thus no polling or data.

To resolve this create a Collection with the target device(s). Then link it to the Monitoring Profile.
