One way to achieve this requirement of "viewing requests made by all users" is by using a time-based filter instead of user based filter. The search profile can be configured to allow anyone (who is granted the specific profile) to search everybody's requests based on time. The Request Scope section (of My Requests) can be configured with "Relative Time > Years > X" which would allow search on anybody's request within the past X years.
