Cause:

SMP/E errors are possible when attempting to apply PTF RO88723. An SMP/E packaging problem may not allow RO88723 to be applied if the target library is at a particular service level. Specifically, if PTF RO85946 is not applied, then RO88723 will get an RC=8 apply failure when applying RO85946 and RO88723 at the same time.

Resolution:

PTF RO90270 resolves the packaging error associated with RO88723.

Workaround:
Apply RO85946 and its prerequisites separately. Afterwards you should be able to apply RO88723 without issue.
