Models removed from a Global Collections with a Policy attached do not revert back to default attribute values

Issue:

After creating a CA Spectrum Global Collection (GC) configured with Policy Manager for setting attributes, the model attributes do not reset back to their default values after the model is removed from that GC.  

For example:  You have configured a Policy to monitor interfaces in a global collection and alarm on those interfaces when they go down.  One of the criteria of the GC changes on the interface, and the interface is removed from the GC.  The interface will still be monitored as the attributes to monitor the interface are still set.  The model may have been removed from the GC, but Spectrum does not reset the attributes back to their default settings.

Cause:
he GC sets the alarm configuration based on GC membership. When the model is removed from the GC, there is no functionality where the model will automatically reset the attributes back to default values.
Resolution:

Create another GC and attach a Policy to disable alarming.
