Missing origins in the infrastructure manager when creating new accounts

Issue:
Origins are assigned to multiple remote hubs and have been assigned at the robot level for some robots.
When trying to create new accounts from Infrastructure Manager (IM), the only origins displayed are those from the primary and HA backup hubs.
From the Account Admin portlet in the UMP, when trying to create a new account, all origins are displayed.
Environment:
UIM 8.51
Infrastructure Manager 4.10
Cause:
IM makes a database query to retrieve the list of origins currently available and looks for these in the S_QOS_DATA table:

select distinct origin from S_QOS_DATA with (nolock) where origin != '' order by origin;

If not metrics were collected from any of the devices with the new origins, they will not show up in the list of available origins when creating new accounts from IM.
Resolution:
Make sure at least 1 metric has been collected and added to the S_QOS_DATA table for all defined origins in the UIM domain before creating new accounts from IM.
