Logmon Cannot Alert on Logfile with Changed User Permission

Issue:
On some servers, we are able to navigate to the file through Browse but when clicking View, we cannot view the file contents with the following errors: 

"Open file failed: error" 
"Unable to locate '/var/log/cisco.log'"

logmon 3.91

Resolution:
This was not a logmon probe issue.  It was required to stop all the agent processes and then restart, which fixed the problem.  When permissions access is updated on a file system, all the parent and child processes have to be restarted for the permissions to take effect.
