After configuring DevTest Registry with an external database, we started having issues with login to the Portal web page:
Portal error, can not authenticate user. Please make sure the Portal service is running.
DevTest Enterprise Dashboard, Registry, and Portal are running and I already waited the 15 seconds between applications starts in order to be sure everything is started correctly.
All DevTest supported releases.
One of the things that can prevent the login to happen is the database character set. It needs to be set to UTF-8.

For Oracle database, here is SQL query to check whether the character set is UTF-8:
SELECT value$ FROM sys.props$ WHERE name = 'NLS_CHARACTERSET';
It should return AL32UTF8.
Reach out to your DBA to set the database character set to UTF-8.
Once the database character set it UTF-8, restart DevTest services.
