Issue:
After configuring DevTest Registry with an external database, we started having issues with login to the Portal web page:

Portal error, can not authenticate user. Please make sure the Portal service is running.

DevTest Enterprise Dashboard, Registry, and Portal are running and I already waited the 15 seconds between applications starts in order to be sure everything is started correctly.
Environment:
All DevTest supported releases.
Cause:
One of the things that can prevent the login to happen is the database character set. It needs to be set to UTF-8.

You can find more information regarding database requirements in the link below:
https://docops.ca.com/devtest-solutions/10-1/en/installing/preinstallation/system-requirements#SystemRequirements-DatabaseRequirements

For Oracle database, here is SQL query to check whether the character set is UTF-8:
SELECT value$ FROM sys.props$ WHERE name = 'NLS_CHARACTERSET';

It should return AL32UTF8.
Resolution:
Reach out to your DBA to set the database character set to UTF-8.

Once the database character set it UTF-8, restart DevTest services.
