Unable to Login to APM if Database is down

Issue:
If the APM database is down, users are unable to login to the APM Workstation. During this time the EM reports warning messages such as....

[WARN] [C3P0PooledConnectionPoolManager[identityToken->2ypdyg9w1th0atn14ods58|4e375bba, dataSourceName->apmDataSource]-HelperThread-#0] [com.mchange.v2.resourcepool.BasicResourcePool] Having failed to acquire a resource, com.mchange.v2.resourcepool.BasicResourcePool@6b9c42bd is interrupting all Threads waiting on a resource to check out. Will try again in response to new client requests. 
[WARN] [CheckDatabase.Thread1] [com.mchange.v2.c3p0.impl.NewPooledConnection] [c3p0] A PooledConnection that has already signalled a Connection error is still in use! 
[WARN] [CheckDatabase.Thread1] [com.mchange.v2.c3p0.impl.NewPooledConnection] [c3p0] Another error has occurred [ org.postgresql.util.PSQLException: This connection has been closed. ] which will not be reported to listeners! 

This issue is encountered if the APM database goes down after the EM has started. 
Environment:
APM 10.7 and 10.5.x
Resolution:
This issue is addressed in APM 10.7 Hotfix 15. Please contact CA Support to request this fix.
