JOBF stuck in waiting to be transferred if LOGIN user is locked out

Issue:
JOBF stays in "waiting to be transferred" status if the domain user provided in the LOGIN object is locked out of the domain instead of producing an error.
Resolution:
Upgrade the Automation Engine to version 12.1.1 HF4 or higher.
