Issue:
"Job execution error, no access to software package library. Native OS error: 1203 - The network path was either typed incorrectly, does not exist, or the network provider is not currently available. Please try retyping the path or contact your network administrator.. [SDM228482]"
Environment:
Any supported windows environment
Cause:
OS issue with file and share permissions
Resolution:
Running the following commands will both ensure the proper SDLibrary$ and MSLib shares exist and are set or reset accordingly as well as having proper permissions applied. When the shares are created or removed and recreated, permissions are re-applied.

sd_sscmd removeshare sdlibrary
sd_sscmd removeshare msilib
sd_sscmd addshare sdlibrary
sd_sscmd addshare msilib

Once done, recycle CAF and all should be well.

Additional Information:
If the problem persists at this point, there is another instance where this can occur, but not as common.
