javaws fails to launch OneClick on multiple laptops/desktops

Issue:

When we launch OneClick, we don't get past the java web start splash screen.  We've tried reinstalling java, and we've gone through the troubleshooting faq on CA's website.  Nothing seems to help.

Environment:
OneClick client machines on Windows
Cause:

Java had been finding and attempting to use a dll that was recently installed by an application.  This was revealed as an error in the Windows Event Viewer.  You could also use Dependency Walker and see whether any of the dll files come from somewhere other than the Windows directory or the jre directory (don't worry about the errors opening the Windows dlls at the top):

Resolution:

Uninstall the conflicting application.  Reboot.  Reinstall the JRE.
