Is there a way to give someone the ability to manage users and groups without the admin role

We would like to give our security team the ability to create and manage users and groups but not have the ability to change anything else. Is that possible?
CA Harvest SCM all platforms and versions
To do this, open the Administrator Tool and select SCM -> Access Control from the menu at the top.
In the “Access Type” drop down select “Admin User Access”.
Click the “Add” button, select the user groups that need this permission, then click close.
