Is it possible to prevent that the end user field is completed automatically after the requester field is completed?

Environment:
Service Desk 12.9 or above
Answer:

Out of the box there is no feature or option that prevent this, but if the end user field is completed before the requester, it will not be used to fill the information of the end user.

Additional Information:

There might be other workarounds in the community site that involve the modification of the code of the page. Access the CA Service Management community in the link bellow and check if there is any suggestion already or create a new question.
