"Install Content Add-In" and "Content Packager" processes are stuck in "Processing" in CA PPM

Issue:
After upgrading to PPM 15.4.1, and installing the content packages, the "Install Content Add-In" and "Content Packager" processes are stuck in "Processing" in CA PPM.
Resolution:
This was caused by two jobs being inactivated:
Content Packager Job
Content Add-In Installer

After activating the jobs, both processes completed successfully.
