Unable to logon with admin account after initial install

After the initial install of API Portal 4.2.x we are unable to  login  with the default admin user (admin / 7layereral7).
How can we unlock the admin user account ?
To log in to API Portal:
  1. Go to https://PORTAL_TENANT_ID.PORTAL_SUBDOMAIN, for example: https://portal.example.com/
  2. Log in with the username admin and the password 7layereyal7.
  3. Change the default password once logged in.
If the login fails try to unlock the user by resetting the password using the forgot my password button on the same page .
