Inability to Access the WebViewer from URL - Blank Screen

The server looks fine, but when you enter the URL into the browser, you get the first log in screen, and put in the information, hit enter and nothing happens. It just goes to a blank white screen. I've recycled the server several times, with no success, and the only thing I can see, is on the server itself, in IIS, the site link (with the little world emblem, has a little circle with a Question Mark on it. Usually if it's down, it has a little square black box. I can't connect to it, even after recycling, which I think is why we can't get to the WWW link?
We're still not sure of the cause - either something was reset, or the account was locked, but the resolution was to have the SQL DBA unlock the account, then reset the non-expiring password for the Web Viewer SQL database. The new password was then used to get into the Web Viewer Administration Tool, and reset again under Configure Server Settings. Last, IIS needed to be recycled for the changes to be picked up.
