Answer:
In CA Service Desk Manager (CA SDM) 17.1, the CA SDM SOAP Web Services are now implemented in pure Java.
As part of this rewrite, the logging from the web services code is now written to NX_ROOT/log/jsrvr.log instead of NX_ROOT/log/stdlog.n
The JSRVR.LOG entries look like the following:

[http-nio-8080-exec-4] INFO usdsda ? Web Services session created 212774238; user(ServiceDesk); IP(10.144.5.244); session count 5 
[http-nio-8080-exec-4] INFO usdjws65 ? Web Services session created 212774238 from caller IP 10.144.5.244
