Even after performing the hold actions and rejecting RO97512 and getting a new PTF, you have the same problem.

Why do I have the IEW2506E error message when applying RO97512?

Common Services 14.1 - z/OS 2.2 - 
Answer:
It is a SMP/E problem: 

The COMPACT option in SMPE will compact the inline element data within SYSMODs in the SMPPTS. The default is YES. 

However, several bytes in the element data are corrupted after expanded during the APPLY processing.

That's why you get error IEW2506E in the linkedit step. 

You have to change the option to COMPACT(NO) in the global zone. 

Then reject and receive RO97512 again. The apply process is now successful.
