Idea Financial Plans in Portfolio Spread when Save is done on the idea

The Portfolio Manager sees different planned amounts for an Idea Investment than what is in the Idea's detailed financial Cost Plan.

A detailed financial Cost Plan is created on an Idea.  The Planned data is correct and the amounts are varied from period to period.  If the user goes into the Idea properties page and clicks 'Save' the planned amounts are changed to show same amounts spread over the entire date range.  

Steps to Reproduce:

  1. Set up or have Entity with Fiscal time periods to match months (i.e. Jan dates 1/1/2015-1/31/2015, Feb dates 2/1/2015-2/28/2015 ...)
  2. Create Idea - Start Date: 1/1/2015 - Finish Date: 6/30/2015 Cost Type = Operating
  3. Financially enable it for the same Entity (to make sure the fiscal months are true months)
  4. Create a Manual Cost Plan (Group by Transaction Class or Cost Type)
  5. Add a row: Choose a Transaction Class or Cost Type = Operating
  6. Put values in February and April
  7. Create Portfolio with dates 1/1/2015-12/31/2015
  8. Use the PMO Portfolio Page Layout
  9. Go to Contents Editor and manually add the Idea
  10. Click Sync Now
  11. Go to Portfolio Financials tab
  12. Click show all to see the Idea Costs show in February and April
  13. Go to Idea click save on Idea Properties Page
  14. Go back to Portfolio Contents Editor click Sync Now
  15. Go to Portfolio Financials tab
Expected Result: Numbers stay in February and April and reflect the data in the detailed financial Cost Plan 
Actual Result: Numbers are spread from January through June matching Idea dates 




When the Idea properties are saved, the application is ignoring the fact that a Detailed Cost Plan exists and it treats the total cost amount as a lump sum to spread out over the range of dates.  Save Detailed Cost Plan data again to update the data changed when the Idea properties are saved.
