I cannot install some Patch Management Intelli-Rollup as they fail due to dependencies with KB2919355. Why is KB2919355 not included in the Intelli-Rollups?

Introduction:

CA Patch Management describes KB2919355 as: 

KB2919355: This Update is a cumulative set of security updates, critical updates and updates. You must install Update to ensure that your computer can continue to receive future Windows Updates, including security updates. For more information please see release notes. 

 

Normally the Intelli-Rollups include all they need to patch a target system. However, in several of them KB2919355 is missing. What is the reason for that?

Patching management task on the computers becomes pretty difficult. If, apart from SP level, there are unmet dependencies not included in the rollup, a lot more management is needed. Also, two reboots are needed in order to patch each computer.

Question:

I cannot install some Patch Management Intelli-Rollups as they fail due to dependencies with KB2919355.

Why is KB2919355 not included in the Intelli-Rollups?

Environment:
Client Automation 14.0, Patch Management 12.9
Answer:

Basically the causes for not including KB2919355 in the Patch Manager Intelli-Rollups are the two following ones, based on the nature of the patch:

 

1.    The rollup size would increase. KB2919355 is a functional update which is more like a service pack at a size of around 700 MB. 

2.    This patch requires a reboot after its installation and only after the reboot, it is recommended to install security updates which are part of the rollup.
