Problem:

Executing the IDEA transaction produces error "ICSCINIT12E - THE SCF OPTION BLOCK LIBRARY CANNOT BE INITIALIZED - RC=008".

Environment:

z/OS, z/VSE

Cause:

User did not have the VLS files defined in the CICS region where he was trying the IPCV transaction.    

Resolution:

The error ICSCINIT12E indicates that there is a problem accessing ADRPNL. The VLS BDREAD (block data read) return code of 8 is "member does not exist".

Make sure that all the ADR* files are defined, opened and enabled. To verify that they are defined, in CICS, issue the command:

CEMT I FI(ADR*)

Output from the command should be similar to the following example:

If running batch, make sure that the ADRPNL library is specified in the batch file table.
